Guidelines for Change Orders

Many factors can result in project changes. A poorly-defined scope of work or gaps in the scope may mandate corrective changes. Unforeseen conditions or delays related to the conduct of other parties may trigger significant changes in schedule or cost. A re-design can radically impact the scope. Stanley E. Kolbe, Jr.

Stanley E. Kolbe, Jr. is Executive Director of Government and Political Affairs for SMACNA. Kolbe has been a construction industry Washington representative for 3 decades, working on industry issues representing SMACNA and prior to that, the American Institute of Architects. Earlier in his career, Kolbe worked for the US Conference of Mayors and the United States Senate Small Business Committee.

In his role as Director, Kolbe implements an ambitious legislative affairs agenda for SMACNA in the Congress, Administration and in various state legislatures. SMACNA has been significantly involved in tax, energy and various other construction related issues. Additionally, he has served as President of the National Alliance for Fair Competition (NAFC) and currently serves on the steering committee of the Alliance for Industrial Efficiency (AIE).

Kolbe, a native of Marshalltown, Iowa received a BS degree in management and labor relations at Cornell University, Ithaca, New York. He was an honors graduate from George Washington University, where he received a master’s degree in Government Policy. In addition, Kolbe attended the George Washington University Graduate School of Business.

The Bubble Video—so called because it uses helium-filled bubbles to visually illustrate airflow through a duct system that is fitted with a clear plastic side—has been revised in modern digital video format.
